March 2013 Board Minutes

MINUTES OF THE MARCH MEETING OF THE BOARD OF COMMISSIONERS OF THE BEARDSTOWN COMMUNITY PARK DISTRICT, CASS COUNTY, ILLINOIS, HELD AT 12:00 NOON ON MARCH 27, 2013 AT THE SCHEWE COMMUNITY CENTER, 6 ARMORY LANE,  BEARDSTOWN, ILLINOIS.     The regular March meeting of the Beardstown Park District board of commissioners was held on March 27 at the Schewe Community Center.  The meeting was called to order and roll call was taken.  Commissioners present included John Hardwick, Becky Jones, Larry Kight, Bob Schaefer and Travis Schroll.  Also in attendance were Park Director Steve Megginson, Secretary-Treasurer Marilyn Hendricker and guest Greg (Bo) Walters.   The financial report was reviewed and approved on a motion by Mr. Kight and a second by Mr. Hardwick.   The claims list was accepted after a motion by Mr. Schaefer and a second by Mr. Hardwick.   Mr. Megginson then presented the director’s report.  He discussed 2013 fees.  The board approved the fees as recommended after a motion by Mr. Schaefer and a second by Mr. Kight.  He told the board that major repairs had been done on the snow plow truck and recommended purchasing a different one.  He also reported that Western Illinois University is doing a study on park districts in rural settings and the Beardstown Park District will be included in that study.  He told the board that Alec Soer will be installing park benches for an Eagle Scout project.   Mr. Megginson told the board that the site master plan had been completed by pool architects and the architects stated that the park needs to hold another public meeting for any input and questions from the community.  The board suggested holding the public meeting before the next regular meeting at noon on April 24 and will post notice of the meeting on the park district’s web site.   The board then discussed the old pool site.  There is a small dip in the ground where the old pool has been removed.  The board decided to leave the site as is and to fill in when new pool construction begins.  Mr. Megginson told the board that the new pool fund had received a large donation from Ron and Faye Hoenes and LB Sports will be doing a fundraiser in the near future.   Mr. Megginson told the board that Tri-County Plumbing will be taking care of flow prevention on sprinklers as required by city code at a cost of approximately $3,500.  He told the board that the premium for liability insurance had dropped from last year.    Mr. Schaeffer told the board that the Elks Club is interested in having a fundraiser during the 4th of July with proceeds going to the new pool fund.   Mr. Megginson told the board that a local resident had expressed interest in the park district director position.  No action was taken.   The meeting adjourned at 12:55 p.m. on a motion by Mr. Hardwick and a second by Mr. Kight.  

          April 2013 Board Minutes 


MINUTES OF THE APRIL MEETING OF THE BOARD OF COMMISSIONERS OF THE BEARDSTOWN COMMUNITY PARK DISTRICT, CASS COUNTY, ILLINOIS, HELD AT 12:00 NOON ON APRIL 24, 2013 AT THE SCHEWE COMMUNITY CENTER, 6 ARMORY LANE,  BEARDSTOWN, ILLINOIS.     A public meeting concerning the park site master plan for the Beardstown Park District was held at noon  on April 24 at the Schewe Community Center.  Mr. Megginson discussed the plan and public input was noted.  The park site master plan was approved by the board after a motion by Mr. Kight and a second by Mr. Schaefer.  The public meeting was then adjourned.   The regular April meeting of the Beardstown Park District board of commissioners was called to order and roll call was taken.  Commissioners present included John Hardwick, Becky Jones, Larry Kight, Bob Schaefer and Travis Schroll.  Also in attendance were Park Director Steve Megginson and Secretary-Treasurer Marilyn Hendricker.   The board reviewed a request from the Elks Club to have a fundraiser on the 4th of July with the proceeds going to the park district pool fund.  After some discussion, a motion was made by Mr. Schaefer to table the matter until a representative from the Elks speaks with the board.  Mr. Hardwick seconded the motion and it was approved by the board.   The minutes of the March meeting were approved on a motion by Mr. Kight and a second by Mr. Schroll.   The financial report was reviewed and approved on a motion by Mr. Schroll and a second by Mr. Hardwick.   The claims list was accepted after a motion by Mr. Hardwick and a second by Mr. Kight.   Mr. Schroll told the board about his recent trip to Washington, D.C. and speaking with representatives about the park district’s new pool project.   Mr. Megginson then presented the director’s report.  He told the board about TIF projects planned for the next year.  He reported that Little League snack shack work is progressing well.  Mr. Megginson reported that he recently attended a meeting concerning health insurance for park district employees and the rates will remain the same as last year.    He told the board that summer rec. programs will be starting a few days later than normal because of school getting out later due to weather cancellations.   There was then some discussion concerning a new park director due to Mr. Megginson’s retirement in December of 2014.    He told the board that he had been working with Tom Heavisides from Department of Natural Resources and is working to help the park district with the “disadvantaged community” part of the PARC grant.   The board adopted a resolution in support of having the army donations office donate a tank to the Beardstown VFW on park district property after a motion by Mr. Schaefer and a second by Mr. Schroll.   The meeting adjourned at 12:58 pm on a motion by Mr. Kight and a second by Mr. Hardwick.

June 2014 Board Minutes 

MINUTES OF THE JUNE MEETING OF THE BOARD OF COMMISSIONERS OF THE BEARDSTOWN COMMUNITY PARK DISTRICT, CASS COUNTY, ILLINOIS, HELD AT 12:00 NOON ON JUNE 25, 2014 AT THE SCHEWE COMMUNITY CENTER, 6 ARMORY LANE,  BEARDSTOWN, ILLINOIS. The regular June meeting of the Beardstown Park District board of commissioners was held on June 25 at the Schewe Community Center.  President Hardwick called to order and roll call was taken.  Commissioners present included John Hardwick, Becky Jones, Larry Kight, Bob Schaefer and Travis Schroll.  Also in attendance were Park Director Steve Megginson, Secretary-Treasurer Marilyn Hendricker and guest Tom Schlueter. The minutes of special meeting were reviewed and approved on a motion by Mr. Schaefer and a second by Mr. Kight. The minutes of the regular June meeting were approved on a motion by Mr. Kight and a second by Mr. Schroll. The treasurer’s report was approved on a motion by Mr. Schroll and a second by Mr. Schaefer. The claims list was approved after a motion by Mrs. Jones and a second by Mr. Schroll. Doug Stalker from Colpepper and Merriwether Circus spoke to the board about bringing a circus to town in order to raise money for the proposed pool.  He told the board that the park district could make up to $2,000 from presales.  The board advised Mr. Stalker that they would discuss the matter and get back to him soon. Mr. Megginson then presented the director’s report. He reported that the park district had been given another Experience Works worker.  The following items were approved by the board after a motion by Mr. Schroll and a second by Mrs. Jones:    1)  Budget for the 2014-15 fiscal year    2)  Mr. Megginson’s farewell package    3)  Transfer of funds to general fund    4)  Prevailing wage ordinance    5) McClure, Thomas & Thomas as legal counsel for the park district The meeting adjourned at 12:54 pm on a motion by Mrs. Jones and a second by Mr. Schaefer.




August 2014 Board Minutes

September 2014 Board Minutes

MINUTES OF THE SEPTEMBER MEETING OF THE BOARD OF COMMISSIONERS OF THE BEARDSTOWN COMMUNITY PARK DISTRICT, CASS COUNTY, ILLINOIS, HELD AT 12:00 NOON ON SEPTEMBER 24, 2014 AT THE SCHEWE COMMUNITY CENTER, 6 ARMORY LANE,  BEARDSTOWN, ILLINOIS.

 The regular September meeting of the Beardstown Park District board of commissioners was held on September 24 at the Schewe Community Center.  Vice-President Schaefer called to order and roll call was taken.  Commissioners present included Becky Jones, Bob Schaefer and Travis Schroll.  Also in attendance were Park Director Steve Megginson, Secretary-Treasurer Marilyn Hendricker, and Jason Brockschmidt.
The minutes of the regular August meeting were approved on a motion by Mrs. Jones and a second by Mr. Schroll. 

The treasurer’s report was approved on a motion by Mr. Schroll and a second by Mrs. Jones     The claims list was approved after a motion by Mr. Schroll and a second by Mrs. Jones.

Mr. Megginson then presented the director’s report.  He reported that Cargill had contacted the park district about giving $115,000 in matching funds for the new pool account.  He told the board that he had ordered new weight room equipment.  He reported that there had been damage to one of the light poles during a recent storm and the insurance would take care of it after the $2,500 deductible.
The meeting adjourned at 12:40 pm on a motion by Mrs. Jones and a second by Mr. Schroll.
