MINUTES OF THE NOVEMBER MEETING


MINUTES OF THE NOVEMBER MEETING OF THE BOARD OF COMMISSIONERS OF THE BEARDSTOWN COMMUNITY PARK DISTRICT, CASS COUNTY, ILLINOIS, HELD AT 12:00 NOON ON NOVEMBER 23, 2011 AT THE SCHEWE COMMUNITY CENTER, 6 ARMORY LANE,  BEARDSTOWN, ILLINOIS.
The minutes of the October meeting were approved on a motion by Mr. Schaefer and a second by Mr. Hardwick.The financial report was reviewed and approved after a motion by Mr. Schroll and a second by Mr. Hardwick.The claims list was accepted after a motion by Mr. Schaefer and a second by Mr. Schroll.The board approved the issuance of G.O. bonds unanimously on a roll call vote after a motion by Mr. Hardwick and a second by Mr. Schaefer.The levy ordinance was approved by the board on a roll call vote after a motion by Mr. Hardwick and a second by Mr. Schroll.Mr. Megginson then presented the director’s report.  He reported that the city had reimbursed the park district for TIF projects.   He also reported that there will be no funding from the United Way for swim lessons due to there being no pool next summer.  He spoke about recreation programs currently in progress.

The board discussed passing an ethics ordinance reflecting agreement with State Officials and Employers Ethics Act.  Mr. Megginson told the board that a new board of commissioners plaque had been completed,  He told the board that the snow plow truck needed to be repaired at a cost of approximately $5,000.  He told the board about a request from the school to hold soccer on the park district’s soccer fields.  Mr. Megginson will attend a meeting at the school on November 30th to discuss the matter further.The meeting adjourned at 12:52 p.m. on a motion by Mr. Schaefer and a second by Mr. Hardwick.



March 2012 Board Minutes

MINUTES OF THE MARCH MEETING OF THE BOARD OF COMMISSIONERS OF THE BEARDSTOWN COMMUNITY PARK DISTRICT, CASS COUNTY, ILLINOIS, HELD AT 12:00 NOON ON MARCH 28, 2012 AT THE SCHEWE COMMUNITY CENTER, 6 ARMORY LANE,  BEARDSTOWN, ILLINOIS.

 

The regular March meeting of the Beardstown Park District board of commissioners was held on March 28 at the Schewe Community Center.  President Larry Kight called the meeting to order and requested that roll call be taken.  Commissioners present included John Hardwick, Becky Jones, Larry Kight, Bob Schaefer and Travis Schroll.  Also in attendance were Park Director Steve Megginson, Secretary-Treasurer Marilyn Hendricker and Attorney Gwen Thomas. 

 

The financial report was reviewed and approved after a motion by Mr. Schroll and a second by Mr. Hardwick

 

The claims list was accepted after a motion by Mr. Schaefer and a second by Mr. Hardwick.

 

Mr. Megginson then presented the director’s report.  The board reviewed fees for the next fiscal as well as the pay scale which they approved on a motion by Mr. Schroll and a second by Mr. Schaefer. 

 

Mr. Megginson told the board about the use of the soccer field by the Beardstown High School for their boys and girls soccer program.  Mr. Megginson gave an update on the VFW memorial to be placed by Massie’s memorial.  He then reported that Ben Wedeking will be lighting all park flag poles as part of his Eagle Scout project.

 

Mr. Megginson then gave an update on pool demolition.  He reported that lead and asbestos testing had recently been completed and the park district is waiting on results before continuing.  He told the board the master plan being done by Graham & Hyde Architects is almost completed.  Mrs. Thomas suggested setting up a 501k for charitable deductions.  A motion was made by Mr. Schroll to proceed with this and after a second by Mrs. Jones, it was passed by the board.

 

Mr. Megginson reported that the Baseball Association would like to construct a new snack shack at Little League Diamond.  The board agreed to this request.  He gave an update on rec. programs and reviewed tentative G.O. Bond projects for the coming year.

MINUTES OF THE APRIL MEETING OF THE BOARD OF COMMISSIONERS OF THE BEARDSTOWN COMMUNITY PARK DISTRICT, CASS COUNTY, ILLINOIS, HELD AT 12:00 NOON ON APRIL 25, 2012 AT THE SCHEWE COMMUNITY CENTER, 6 ARMORY LANE,  BEARDSTOWN, ILLINOIS.

The regular April meeting of the Beardstown Park District board of commissioners was held on April 25 at the Schewe Community Center.  President Larry Kight called the meeting to order and requested that roll call be taken.  Commissioners present included John Hardwick, Larry Kight, Bob Schaefer and Travis Schroll.  Also in attendance were Park Director Steve Megginson and  Secretary-Treasurer Marilyn Hendricker. 

The minutes of the March meeting were reviewed and approved on a motion by Mr. Schaefer and a second by Mr. Hardwick.

The financial report was reviewed and approved after a motion by Mr. Hardwick and a second by Mr. Schroll.

The claims list was accepted after a motion by Mr. Schaefer and a second by Mr. Hardwick.

Mr. Megginson then presented the director’s report.  He told the board that TIF had rejected the request for portable bleachers – said it had to be a permanent structure.  Mr. Megginson reported that he had gotten testing results back concerning lead and asbestos at the pool.  No asbestos, but 4 items that have lead.   Mr. Megginson will seek bids from authorized lead removal companies.

Mr. Megginson told the board that Myers & Myers is working on a 501c exemption status.  He then discussed with the board his plan to tentatively retire at age 62.

                                May 2012 Board Minutes

MINUTES OF THE MAY MEETING OF THE BOARD OF COMMISSIONERS OF THE BEARDSTOWN COMMUNITY PARK DISTRICT, CASS COUNTY, ILLINOIS, HELD AT 12:00 NOON ON MAY 23, 2012 AT THE SCHEWE COMMUNITY CENTER, 6 ARMORY LANE,  BEARDSTOWN, ILLINOIS.

 

The regular May meeting of the Beardstown Park District board of commissioners was held on May 23 at the Schewe Community Center.  President Larry Kight called the meeting to order and requested that roll call be taken.  Commissioners present included John Hardwick, Becky Jones, Larry Kight, Bob Schaefer and Travis Schroll.  Also in attendance were Park Director Steve Megginson, Secretary-Treasurer Marilyn Hendricker and Attorney Gwen Thomas.

 

The first item of business was the election and appointment of officers for the new fiscal year.  A motion was made by Mr. Schaefer and seconded by Mr. Schroll for the following: Becky Jones - president and Travis Schroll - vice-president,  Marilyn Hendricker - Secretary-Treasurer and Gwen Thomas - legal counsel for the park district.   Mrs. Jones took over the meeting. 

 

The board then approved West Central Bank and First National Bank as the financial institutions for the park district as well as Myers & Myers, Ltd. auditors on a motion by Mr. Kight and a second by Mr. Schaefer.

 

The board agreed to hold the monthly board meetings on the 4th Wednesday of each month at 12:00 Noon at the Schewe Community Center.

 

The minutes of the April meeting were approved on a motion by Mr. Kight and a second by Mr. Hardwick.

 

The financial report was reviewed and approved after a motion by Mr. Schaefer and a second by Mr. Kight.

 

The claims list was accepted after a motion by Mr. Kight and a second by Mr. Hardwick.

 

The tentative budget and appropriation ordinance was approved on a roll call vote after a motion by Mr. Kight and a second by Mr. Schaefer.  The public hearing is set for June 27 at noon at the Schewe Community Center.

 

Mr. Megginson then presented the director’s report.  He gave the board an update on income for the weight room, driving range and tumbling classes.  He spoke about soccer field usage by Hispanic and African leagues as well as the high school team.  Mr. Megginson told the board about the park request to United Way to put a second coat on the walking path.  He reminded board members that they need to complete FOIA certification by the end of the year.

 

There was discussion on pool demolition.  Mr. Megginson will speak further with the engineers to find out more information.

            June 2012 Board Minutes

MINUTES OF THE JUNE MEETING OF THE BOARD OF COMMISSIONERS OF THE BEARDSTOWN COMMUNITY PARK DISTRICT, CASS COUNTY, ILLINOIS, HELD AT 12:00 NOON ON JUNE 27, 2012 AT THE SCHEWE COMMUNITY CENTER, 6 ARMORY LANE,  BEARDSTOWN, ILLINOIS.

 

 

The regular June meeting of the Beardstown Park District board of commissioners was held on June 27 at the Schewe Community Center.  President Becky Jones called the meeting to order and requested that roll call be taken.  Commissioners present included John Hardwick, Becky Jones, Larry Kight, Bob Schaefer and Travis Schroll.  Also in attendance were Park Director Steve Megginson and Secretary-Treasurer Marilyn Hendricker.

 

The minutes of the May meeting were approved on a motion by Mr. Schaefer and a second by Mr. Schroll.

 

The financial report was reviewed and approved after a motion by Mr. Kight and a second by Mr. Hardwick.

 

The claims list was accepted after a motion by Mr. Kight and a second by Mr. Schroll.

 

The prevailing wage ordinance was approved after a motion by Mr. Schroll and a second by Mr. Schaefer.

 

Mr. Megginson then presented the director’s report.  He gave a report on current rec. programs as well as work being done at the parks and repairs at the community center.  He then gave the board an update on progress with the upcoming pool demolition.  The firm from Alton had the cheapest bid for lead removal at $4,100.  Mr. Megginson contacted the firm to let them know that the park district would like them to proceed with the lead removal.  The EPA forms are being filled out and electricity and water will be shut off after July 4.  He told the board that Randy West from the local radio station would like to promote a fund raising drive for the pool and a pool committee has been formed to begin working on raising money for a new pool.

MINUTES OF PUBLIC HEARING OF THE BOARD OF COMMISSIONERS OF THE BEARDSTOWN COMMUNITY PARK DISTRICT, CASS COUNTY, ILLINOIS, HELD AT 12:00 NOON ON JUNE 27, 2012 AT THE SCHEWE COMMUNITY CENTER, BEARDSTOWN, ILLINOIS.

 

A public hearing concerning the Budget and Appropriation Ordinance of the Beardstown Park District was held on June 27 at the Schewe Community Center.  Commissioners present included Johnny Hardwick, Becky Jones, Larry Kight, Bob Schaefer and Travis Schroll.   Also in attendance were Park Director Steve Megginson and Secretary-Treasurer Marilyn Hendricker.  The board discussed the approval of the Budget & Appropriation Ordinance for the new fiscal year.  Mr. Kight made a motion to approve the Budget & Appropriation Ordinance. The motion was seconded by Mr. Hardwick and approved unanimously by the board on a roll call vote.  The public hearing adjourned on a motion by Mr. Hardwick and a second by Mr. Schaefer.



             July 2012 Board Minutes
MINUTES OF THE JULY MEETING OF THE BOARD OF COMMISSIONERS OF THE BEARDSTOWN COMMUNITY PARK DISTRICT, CASS COUNTY, ILLINOIS, HELD AT 12:00 NOON ON JULY 25, 2012 AT THE SCHEWE COMMUNITY CENTER, 6 ARMORY LANE, BEARDSTOWN, ILLINOIS.

The regular July meeting of the Beardstown Park District board of commissioners was held on July 25 at the Schewe Community Center.  President Becky Jones called the meeting to order and requested that roll call be taken.  Commissioners present included Becky Jones, Larry Kight, Bob Schaefer and Travis Schroll.  Also in attendance were Park Director Steve Megginson, Secretary-Treasurer Marilyn Hendricker and Attorney Gwen Thomas.

The minutes of a public hearing were apporved on a motion by Mr. Schaefer and a second by Mr. Kight.

The minutes of the June meeting were approved after corrections on a motion by Mr. Schaefer and a second by Mr. Schroll.

The financial report was reviewed approved after corrections on a motion by Mr. Schaefer and a second by Mr. Schroll.

The claims list was accepted after a motion by Mr. Kight and a second by Mr. Schaefer.

Mr. Megginson then presented the director's report.  He reported on rec. programs going on.  He discussed keeping the center open on Sundays during the winter.  There is not very much weight room usage.  After some discussion, Mr. Kight made a motion to open on Sundays for private rentals.  After a second by Mr. Schroll, it was approved by the board.

Mr. Megginson told the board that the park district will receive $12,500 from United Way.  He also reported that the budget and appropriation ordinance had been filed with the county.

Pool discussion was held next.  Mr. Megginson reported that lead removal had been finished.  EPA permits have been sent in to demolish pool, water has been disconnected, as well as electricity.  Demolition will begin around the first of August.  He told the board that 501c paperwork is being completed by Myers & Myers.  The 501c board will be comprised of the current board.  Mrs. Thomas expressed concern about the park board members serving on the 501c board and will discuss matter with John Myers of Myers & Myers.

Mr. Megginson told the board that a new pool committee had been formed and Mr. Schroll will oversee the financial part and will set up an account so that people can donate through Pay Pal.

August 2012 Board Minutes

MINUTES OF THE AUGUST MEETING OF THE BOARD OF COMMISSIONERS OF THE BEARDSTOWN COMMUNITY PARK DISTRICT, CASS COUNTY, ILLINOIS, HELD AT 12:00 NOON ON August 22, 2012 AT THE SCHEWE COMMUNITY CENTER, 6 ARMORY LANE,  BEARDSTOWN, ILLINOIS.

 

 

The regular August meeting of the Beardstown Park District board of commissioners was held on August 22 at the Schewe Community Center.  President Becky Jones called the meeting to order and requested that roll call be taken.  Commissioners present included John Hardwick, Becky Jones, and Bob Schaefer.  Also in attendance were Park Director Steve Megginson, Secretary-Treasurer Marilyn Hendricker and Attorney Gwen Thomas.

 

The minutes of the July meeting were approved on a motion by Mr. Schaefer and a second by Mr. Hardwick

 

The financial report was reviewed and approved on a motion by Mr. Hardwick and a second by Mr. Schaefer.

 

The claims list was accepted after a motion by Mr. Schaefer and a second by Mr. Hardwick.

 

Mr. Megginson then presented the director’s report.  He reported that Roy & Don Roberts are currently working on getting a new entrance sign at Roberts Park with the park paying approximately $3,000 of the cost.  He told the board about the possibility to run water to the soccer field.  No action was taken, pending to see how the soccer season goes.  He told the board that a pool fundraising committee is in place.  They are currently working on brochures and posters to be distributed after demolition of the pool.

 

Mrs. Thomas reported that her research had concluded that the 501c committee could be comprised of current park board members, but felt it would be better to use people not on the board.  The board discussed using members of the pool fundraising committee

Mr. Megginson then presented the director's report.  He gave an update on current rec. programs and report that the audit for the last fiscal year is complete.  The board discussed paying off G.O. bonds and it was approved by the board after a motion by Mr. Kight and a second by Mr. Schroll.

Mr. Megginson told the board that pool demolition is going well and spoke about upcoming expenses with the pool.  He told the board about a recent meeting with Carol Merna (Aaron Schock's representative).  She told Mr. Megginson that Congressman Schock will be willing to help in any way when the park district applies for a PARC grant.  She also offered suggestions on other funding opportunities.

He reported that Mr. Schaefer and Mr. Hardwick are coming up for reelection in the spring.  Both men have agreed to run in the consolidated election.

Mr. Megginson told the board that he plans to retire in December of 2014.  A committee will be formed to seek his replacement.

          October 2012 Board Minutes

MINUTES OF THE OCTOBER MEETING OF THE BOARD OF COMMISSIONERS OF THE BEARDSTOWN COMMUNITY PARK DISTRICT, CASS COUNTY, ILLINOIS, HELD AT 12:00 NOON ON OCTOBER 24, 2012 AT THE SCHEWE COMMUNITY CENTER, 6 ARMORY LANE,  BEARDSTOWN, ILLINOIS.

The regular October meeting of the Beardstown Park District board of commissioners was held on October 24 at the Schewe Community Center.  President Becky Jones called the meeting to order and requested that roll call be taken.  Commissioners present included John Hardwick, Becky Jones, Larry Kight, Bob Schaefer and Travis Schroll.  Also in attendance were Park Director Steve Megginson and Secretary-Treasurer Marilyn Hendricker.

The claims list was accepted after a motion by Mr. Schaefer and a second by Mr. Hardwick.

Mr. Megginson then presented the director’s report.  He discussed G.O. bonds.  A public hearing will be held on November 12.  He then briefly discussed the levy ordinance. 

He reported that he had spoken with United Way about using their generous $15,000 contribution and how it will greatly help in the new pool process.  Other donations were noted and appreciated.

Mr. Megginson told the board that he had spoken with 94th district state representative Norine Hammond concerning the pool situation.  She contacted her DNR representative who said that PARC grant money should be released by the end of the year.  She is also checking to see why Beardstown is not on the “disadvantaged communities” list.

Knowing that Director Megginson plans to retire in December of 2014, the board will meet on November 12 to further discuss the process of replacing Megginson.

          November 2012 Board Minutes


MINUTES OF PUBLIC HEARING OF THE BOARD OF COMMISSIONERS OF THE BEARDSTOWN COMMUNITY PARK DISTRICT, CASS COUNTY, ILLINOIS, HELD AT 12:00 NOON ON NOVEMBER 12, 2012 AT THE SCHEWE COMMUNITY CENTER, BEARDSTOWN, ILLINOIS.

A public hearing concerning the issuance of G.O. Bonds was held on November 12 at the Schewe Community Center.  The public hearing was called to order by President Becky Jones and roll call was taken.  Those present included Johnny Hardwick, Becky Jones, Larry Kight, Bob Schaefer and Travis Schroll.  Also in attendance was Park Director Steve Megginson. 

The board discussed issuing G.O. bonds.  The meeting was opened up for public input.  Noting there was no one present, Mr. Kight made a motion to tentatively approve the issuance of the G.O. bonds with the West Central Bank in the amount of $90,000.  The motion was seconded by Mr. Hardwick and approved unanimously by the board on a roll call vote. 

The public hearing adjourned at 12:12 p.m. on a motion by Mr. Schaefer and a second by Mr. Hardwick.

The financial report was reviewed and approved on a motion by Mr. Schroll and a second by Mr. Hardwick.

The board approved the issuance of G.O. bonds unanimously on a roll call vote after a motion by Mr. Kight and a second by Mr. Schroll.

Mr. Megginson then presented the director’s report.  He reported that the park district’s workman comp. premium had dropped because the pool is closed.  He also told the board that the 501c designation is complete.  The board approved Christmas thank yous for park staff. 

Mr. Megginson reported that that the parks had been winterized and that clay had been placed on the ballfields.  He told the board that he had written a letter to the city and city council members concerning water rates for the park district.

He then spoke about several donations that had come in for the new pool fund and told the board that there was no news concerning the DNR grant.

On a motion by Mr. Kight and a second by Mr. Hardwick, the board went into executive session at 12:42 pm to discuss personnel matters.

The board came out of executive session at 1;09 pm and moved into regular session

MINUTES OF THE MARCH MEETING OF THE BOARD OF COMMISSIONERS OF THE BEARDSTOWN COMMUNITY PARK DISTRICT, CASS COUNTY, ILLINOIS, HELD AT 12:00 NOON ON MARCH 27, 2013 AT THE SCHEWE COMMUNITY CENTER, 6 ARMORY LANE,  BEARDSTOWN, ILLINOIS.

 

 

The regular March meeting of the Beardstown Park District board of commissioners was held on March 27 at the Schewe Community Center.  The meeting was called to order and roll call was taken.  Commissioners present included John Hardwick, Becky Jones, Larry Kight, Bob Schaefer and Travis Schroll.  Also in attendance were Park Director Steve Megginson, Secretary-Treasurer Marilyn Hendricker and guest Greg (Bo) Walters.

 

The financial report was reviewed and approved on a motion by Mr. Kight and a second by Mr. Hardwick.

 

The claims list was accepted after a motion by Mr. Schaefer and a second by Mr. Hardwick.

 

Mr. Megginson then presented the director’s report.  He discussed 2013 fees.  The board approved the fees as recommended after a motion by Mr. Schaefer and a second by Mr. Kight.  He told the board that major repairs had been done on the snow plow truck and recommended purchasing a different one.  He also reported that Western Illinois University is doing a study on park districts in rural settings and the Beardstown Park District will be included in that study.  He told the board that Alec Soer will be installing park benches for an Eagle Scout project.

 

Mr. Megginson told the board that the site master plan had been completed by pool architects and the architects stated that the park needs to hold another public meeting for any input and questions from the community.  The board suggested holding the public meeting before the next regular meeting at noon on April 24 and will post notice of the meeting on the park district’s web site.

 

The board then discussed the old pool site.  There is a small dip in the ground where the old pool has been removed.  The board decided to leave the site as is and to fill in when new pool construction begins.  Mr. Megginson told the board that the new pool fund had received a large donation from Ron and Faye Hoenes and LB Sports will be doing a fundraiser in the near future.

 

Mr. Megginson told the board that Tri-County Plumbing will be taking care of flow prevention on sprinklers as required by city code at a cost of approximately $3,500.  He told the board that the premium for liability insurance had dropped from last year. 

 

Mr. Schaeffer told the board that the Elks Club is interested in having a fundraiser during the 4th of July with proceeds going to the new pool fund.

 

Mr. Megginson told the board that a local resident had expressed interest in the park district director position.  No action was taken.

            April 2013 Board Minutes


MINUTES OF THE APRIL MEETING OF THE BOARD OF COMMISSIONERS OF THE BEARDSTOWN COMMUNITY PARK DISTRICT, CASS COUNTY, ILLINOIS, HELD AT 12:00 NOON ON APRIL 24, 2013 AT THE SCHEWE COMMUNITY CENTER, 6 ARMORY LANE,  BEARDSTOWN, ILLINOIS.

 

 

A public meeting concerning the park site master plan for the Beardstown Park District was held at noon  on April 24 at the Schewe Community Center.  Mr. Megginson discussed the plan and public input was noted.  The park site master plan was approved by the board after a motion by Mr. Kight and a second by Mr. Schaefer.  The public meeting was then adjourned.

 

The regular April meeting of the Beardstown Park District board of commissioners was called to order and roll call was taken.  Commissioners present included John Hardwick, Becky Jones, Larry Kight, Bob Schaefer and Travis Schroll.  Also in attendance were Park Director Steve Megginson and Secretary-Treasurer Marilyn Hendricker.

 

The board reviewed a request from the Elks Club to have a fundraiser on the 4th of July with the proceeds going to the park district pool fund.  After some discussion, a motion was made by Mr. Schaefer to table the matter until a representative from the Elks speaks with the board.  Mr. Hardwick seconded the motion and it was approved by the board.

 

The minutes of the March meeting were approved on a motion by Mr. Kight and a second by Mr. Schroll.

 

The financial report was reviewed and approved on a motion by Mr. Schroll and a second by Mr. Hardwick.

 

The claims list was accepted after a motion by Mr. Hardwick and a second by Mr. Kight.

 

Mr. Schroll told the board about his recent trip to Washington, D.C. and speaking with representatives about the park district’s new pool project.

 

Mr. Megginson then presented the director’s report.  He told the board about TIF projects planned for the next year.  He reported that Little League snack shack work is progressing well.  Mr. Megginson reported that he recently attended a meeting concerning health insurance for park district employees and the rates will remain the same as last year. 

 

He told the board that summer rec. programs will be starting a few days later than normal because of school getting out later due to weather cancellations.

 

There was then some discussion concerning a new park director due to Mr. Megginson’s retirement in December of 2014. 

 

He told the board that he had been working with Tom Heavisides from Department of Natural Resources and is working to help the park district with the “disadvantaged community” part of the PARC grant.

 

The board adopted a resolution in support of having the army donations office donate a tank to the Beardstown VFW on park district property after a motion by Mr. Schaefer and a second by Mr. Schroll.

 

The meeting adjourned at 12:58 pm on a motion by Mr. Kight and a second by Mr. Hardwick.
