March 2015 Board Minutes

MINUTES OF THE MARCH MEETING OF THE BOARD OF COMMISSIONERS OF THE BEARDSTOWN COMMUNITY PARK DISTRICT, CASS COUNTY, ILLINOIS, HELD AT 12:00 NOON ON MARCH 25, 2015 AT THE SCHEWE COMMUNITY CENTER, 6 ARMORY LANE,  BEARDSTOWN, ILLINOIS.
The regular March meeting of the Beardstown Park District board of commissioners was held on March 25 at the Schewe Community Center.  President Hardwick called to order and roll call was taken.  Commissioners present included Johnny Hardwick, Larry Kight and Becky Jones.  Also in attendance were Park Director Jason Brockschmidt and Secretary-Treasurer Marilyn Hendricker. The minutes of the regular January meeting were approved on a motion by Mr. Kight and a second by Mrs. Jones. The treasurer’s report was approved on a motion by Mrs. Jones and a second by Mr. Kight.
The claims list was approved after a motion by Mrs. Jones and a second by Mr. Kight. Mr. Brockschmidt then presented the director’s report.   He told the board that the Baseball Association will be using the Jaycee Shelter for concessions while the new girls concession stand is being built.  He told the board that there were dead fish in the hardroad ditch due to a lagoon break at Cargill.  Cargill has offered to restock.  The board approved the payscale for the new fiscal year on a motion by Mr. Kight and a second by Mrs. Jones.
The meeting adjourned at 12:48 pm on a motion by Mrs. Jones and a second by Mr. Kight.

MINUTES OF THE JULY MEETING OF THE BOARD OF COMMISSIONERS OF THE BEARDSTOWN COMMUNITY PARK DISTRICT, CASS COUNTY, ILLINOIS, HELD AT 12:00 NOON ON JULY 22, 2015 AT THE SCHEWE COMMUNITY CENTER, 6 ARMORY LANE,  BEARDSTOWN, ILLINOIS.

 The regular July meeting of the Beardstown Park District board of commissioners was held on July 22 at the Schewe Community Center. 
President Schaefer called to order and roll call was taken.  Commissioners present included John Hardwick, Becky Jones, Larry Kight, Bob Schaefer and Travis Schroll.  Also in attendance were Park Director Jason Brockschmidt and Secretary-Treasurer Marilyn Hendricker. The minutes of the regular June meeting were approved on a motion by Mrs. Jones and a second by Mr. Hardwick. The treasurer’s report was approved on a motion by Mr. Schroll and a second by Mr. Kight. The claims list was approved after a motion by Mr. Kight and a second by Mrs. Jones.
Mr. Brockschmidt then presented the director’s report.  He reported on recent work done at the center.  There was some discussion about replacing the gym floor and the board advised Mr. Brockschmidt to get quotes.  Mr. Brockschmidt spoke to the board about a new building at Schmoldt to replace the old shop with TIF funds.  He will be getting bids soon.  Mr. Brockschmidt told the board there was nothing new to report concerning the pool.  Also, nothing new to report on dredging at the hardroad ditch by Cargill.  Mr. Schroll will follow up on this.
The meeting adjourned at 12:50 pm on a motion by Mr. Kight and a second by Mrs. Jones.

Public Hearing November 2015


MINUTES OF PUBLIC HEARING OF THE BOARD OF COMMISSIONERS OF THE BEARDSTOWN COMMUNITY PARK DISTRICT, CASS COUNTY, ILLINOIS, HELD AT 12:00 NOON ON NOVEMBER 17, 2015 AT THE SCHEWE COMMUNITY CENTER, BEARDSTOWN, ILLINOIS.


A public hearing concerning the issuance of G.O. Bonds was held November 17 at the Schewe Community Center.  The public hearing was called to order by President Bob Schaefer and roll call was taken.  Those present included Johnny Hardwick, Becky Jones, Bob Schaefer and Travis Schroll.  Also in attendance were Park Director Jason Brockschmidt and Secretary-Treasurer Marilyn Hendricker. The board discussed issuing G.O. bonds.  The meeting was opened up for public input.  Noting there was no one present, Mr. Schroll made a motion to approve the issuance of the G.O. bonds with the First National Bank in the amount of $90,000 with the interest rate of 2%.  The motion was seconded by Mrs. Jones and approved unanimously by the board on a roll call vote. 
The public hearing adjourned at 12:07 p.m. on a motion by Mr. Schroll and a second by Mr. Hardwick.

February 2015 Board Minutes

MINUTES OF THE FEBRUARY MEETING OF THE BOARD OF COMMISSIONERS OF THE BEARDSTOWN COMMUNITY PARK DISTRICT, CASS COUNTY, ILLINOIS, HELD AT 12:00 NOON ON FEBRUARY 25, 2015 AT THE SCHEWE COMMUNITY CENTER, 6 ARMORY LANE,  BEARDSTOWN, ILLINOIS.
The regular February meeting of the Beardstown Park District board of commissioners was held on February 25 at the Schewe Community Center.  President Hardwick called to order and roll call was taken.  Commissioners present included Johnny Hardwick, Becky Jones and Bob Schaefer.  Also in attendance were Park Director Jason Brockschmidt, Secretary-Treasurer Marilyn Hendricker and Attorney Gwen Thomas. The minutes of the regular January meeting were approved on a motion by Mr. Schaefer and a second by Mrs. Jones.
The treasurer’s report was approved on a motion by Mrs. Jones and a second by Mr. Schaefer. The claims list was approved after a motion by Mr. Schaefer and a second by Mrs. Jones.
Mr. Brockschmidt then presented the director’s report.   He spoke to the board about new flooring in the cardio room.  No action was taken.  New landscaping will be done at Jones monument in the spring.  Beardstown Baseball Association will be tearing down Rice Field concession stand soon and constructing a new one.  They will be selling concessions from Jaycee Shelter until the new concession stand is finished.  Mr. Brockschmidt discussed rec. programs and summer staff.  He also told the board that the park district will be taking over the boys and girls t-ball leagues this summer.  He reported that the park district had received a $7,500 grant from DOT Foods. He told the board about a request from Exchange Club to place a pinwheel garden in the park.  The board approved this request.  He told the board that IAPD had oak saplings available for planting. Pool update was given.  Next pool design committee meeting will be March 2.  The board discussed a donation wall and will speak with Graham & Hyde Architects for ideas. The meeting adjourned at 12:37 pm on a motion by Mrs. Jones and a second by Mr. Schaefer.

May 2015 Board Minutes

MINUTES OF THE MAY MEETING OF THE BOARD OF COMMISSIONERS OF THE BEARDSTOWN COMMUNITY PARK DISTRICT, CASS COUNTY, ILLINOIS, HELD AT 12:00 NOON ON MAY 27, 2015 AT THE SCHEWE COMMUNITY CENTER, 6 ARMORY LANE,  BEARDSTOWN, ILLINOIS.
The regular May meeting of the Beardstown Park District board of commissioners was held on May 27 at the Schewe Community Center.  President Hardwick called to order and roll call was taken.  Commissioners present included Johnny Hardwick, Becky Jones, Larry Kight, Bob Schaefer and Travis Schroll.  Also in attendance were Park Director Jason Brockschmidt and Secretary-Treasurer Marilyn Hendricker, along with representatives from Cargill.
Representatives from Cargill spoke to the board about dredging the hardroad ditch.  There are several options for dredging.  Cargill will review the various options and report to the park district.   Cargill and UFCW will donate money to the park district for the purchase of bleachers and soccer goals for the soccer field.  Cargill representatives then left the meeting. The oath of office was given to reelected commissioners Becky Jones and Larry Kight.
Election of officers was held next.  Bob Schaefer was elected president on a motion by Mr. Schroll and second by Mrs. Jones.   Mr. Schaefer then presided over the meeting.  Larry Kight was elected vice-president and Marilyn Hendricker was appointed Secretary-Treasurer on a motion by Mr. Hardwick and a secod by Mrs. Jones.  The board approved the following banks to do business with on a motion by Mrs. Jones and a second by Mr. Hardwick:  First National Bank, West Central Bank and Beardstown Savings.  Myers & Myers, CPA’s Ltd. were approved as park district auditor after a motion by Mr. Schroll and a second by Mr. Kight.  Park district meeting dates were set as the 4th Wednesday of each month at Noon at the Schewe Community Center after a motion by Mr. Hardwick and a second by Mrs. Jones.
The minutes of the regular April meeting were approved on a motion by Mr. Hardwick and a second by Mrs. Jones. The treasurer’s report was approved on a motion by Mr. Schroll and a second by Mr. Kight. The claims list was approved after a motion by Mr. Schroll and a second by Mrs. Jones. The budget & appropriation ordinance was approved on a roll call vote after a motion by Mr. Kight and a second by Mrs. Jones. Mr. Brockschmidt then presented the director’s report.   He reported about playground equipment that needs to be replaced as well as the flooring in the cardio room.  The board approved stump removal in the parks by Jack Bell.  He told the board that he would like to replace the green building at Schmoldt with a Morton building using TIF funds.  The board approved this request.  Mr. Brockschmidt reported that the boxing club would like to use Schmoldt Shelter for their practices.  The meeting adjourned at 1:20 pm on a motion by Mrs. Jones and a second by Mr. Hardwick.

Public Hearing December 2nd 2014

MINUTES OF PUBLIC HEARING OF THE BOARD OF COMMISSIONERS OF THE BEARDSTOWN COMMUNITY PARK DISTRICT, CASS COUNTY, ILLINOIS, HELD AT 12:00 NOON ON DECEMBER 2, 2014 AT THE SCHEWE COMMUNITY CENTER, BEARDSTOWN, ILLINOIS.  A public hearing concerning the issuance of G.O. Bonds was held December 2 at the Schewe Community Center.  The public hearing was called to order by President John Hardwick and roll call was taken.  Those present included Johnny Hardwick, Becky Jones, Larry Kight, Bob Schaefer and Travis Schroll.  Also in attendance were Park Director Jason Brockschmidt and Secretary-Treasurer Marilyn Hendricker. The board discussed issuing G.O. bonds.  The meeting was opened up for public input.  Noting there was no one present, Mr. Schroll made a motion to tentatively approve the issuance of the G.O. bonds with the West Central Bank in the amount of $90,000.  The motion was seconded by Mr. Kight and approved unanimously by the board on a roll call vote. The public hearing adjourned at 12:12 p.m. on a motion by Mr. Schaefer and a second by Mr. Hardwick. Jamie Cosgriff and Tom Hyde from Graham & Hyde Architects in Springfield then joined the meeting to discuss with the board the time frame for the new pool.  Mr. Cosgriff and Mr. Hyde answered questions from the board.  The meeting adjourned at 12:45 pm

November 2014 Board Minutes

MINUTES OF THE NOVEMBER MEETING OF THE BOARD OF COMMISSIONERS OF THE BEARDSTOWN COMMUNITY PARK DISTRICT, CASS COUNTY, ILLINOIS, HELD AT 12:00 NOON ON NOVEMBER 19, 2014 AT THE SCHEWE COMMUNITY CENTER, 6 ARMORY LANE,  BEARDSTOWN, ILLINOIS. The regular November meeting of the Beardstown Park District board of commissioners was held on November 19 at the Schewe Community Center.  President Hardwick called to order and roll call was taken. Commissioners present included Johnny Hardwick, Becky Jones, Bob Schaefer and Travis Schroll.  Also in attendance were Park Director Steve Megginson, Director Jason Brockschmidt, Secretary-Treasurer Marilyn Hendricker, and Attorney Gwen Osmer. The minutes of the regular October meeting were approved with an amendment on a motion by Mr. Schroll and a second by Mr. Schaefer. The treasurer’s report was approved on a motion by Mr. Schaefer and a second by Mrs. Jones.

The claims list was approved after a motion by Mr. Schroll and a second by Mrs. Jones. The director’s report was presented.  The park district agreed to issue $90,000 in G.O. bonds on a roll call vote after a motion by Mr. Schroll and a second by Mr. Schaefer. The levy ordinance was approved on a roll call vote after a motion by Mr. Schaefer and a second by Mrs. Jones. The board approved Christmas thank yous on a motion by Mr. Schroll and a second by Mrs. Jones.  The board approved the renewal application for the Federal Government Surplus program with the State of Illinois. Mr. Brockschmidt spoke to the board about Rice concession demo, that will hopefully be done and a new building constructed before spring. Pool update was given. The architect suggested forming a pool committee consisting of 10-12 people including the park director and 1 board member along with others from the community.  The board agreed to sign a contract with architects Graham & Hyde after a review by the park district’s attorney on a motion by Mr. Schroll and a second by Mrs. Jones.  The timetable will be as follows:  1) pool design to be completed by April, 2015, 2) send design to public health, which will take approximately 3 months to approve, 3) break ground by July, 2015 with completion estimated for May, 2016.  There was some discussion on a donor wall.  The board discussed having something included in the pool design.   The meeting adjourned at 1:15 pm on a motion by Mr. Schaefer and a second by Mr. Schroll.

September 2014 Board Minutes


MINUTES OF THE SEPTEMBER MEETING OF THE BOARD OF COMMISSIONERS OF THE BEARDSTOWN COMMUNITY PARK DISTRICT, CASS COUNTY, ILLINOIS, HELD AT 12:00 NOON ON SEPTEMBER 24, 2014 AT THE SCHEWE COMMUNITY CENTER, 6 ARMORY LANE,  BEARDSTOWN, ILLINOIS. The regular September meeting of the Beardstown Park District board of commissioners was held on September 24 at the Schewe Community Center.  Vice-President Schaefer called to order and roll call was taken.  Commissioners present included Becky Jones, Bob Schaefer and Travis Schroll.  Also in attendance were Park Director Steve Megginson, Secretary-Treasurer Marilyn Hendricker, and Jason Brockschmidt.The minutes of the regular August meeting were approved on a motion by Mrs. Jones and a second by Mr. Schroll. The treasurer’s report was approved on a motion by Mr. Schroll and a second by Mrs. Jones     The claims list was approved after a motion by Mr. Schroll and a second by Mrs. Jones.Mr. Megginson then presented the director’s report.  He reported that Cargill had contacted the park district about giving $115,000 in matching funds for the new pool account.  He told the board that he had ordered new weight room equipment.  He reported that there had been damage to one of the light poles during a recent storm and the insurance would take care of it after the $2,500 deductible.The meeting adjourned at 12:40 pm on a motion by Mrs. Jones and a second by Mr. Schroll.

August 2014 Board Minutes

June 2014 Board Minutes


MINUTES OF THE JUNE MEETING OF THE BOARD OF COMMISSIONERS OF THE BEARDSTOWN COMMUNITY PARK DISTRICT, CASS COUNTY, ILLINOIS, HELD AT 12:00 NOON ON JUNE 25, 2014 AT THE SCHEWE COMMUNITY CENTER, 6 ARMORY LANE,  BEARDSTOWN, ILLINOIS. The regular June meeting of the Beardstown Park District board of commissioners was held on June 25 at the Schewe Community Center.  President Hardwick called to order and roll call was taken.  Commissioners present included John Hardwick, Becky Jones, Larry Kight, Bob Schaefer and Travis Schroll.  Also in attendance were Park Director Steve Megginson, Secretary-Treasurer Marilyn Hendricker and guest Tom Schlueter. The minutes of special meeting were reviewed and approved on a motion by Mr. Schaefer and a second by Mr. Kight. The minutes of the regular June meeting were approved on a motion by Mr. Kight and a second by Mr. Schroll. The treasurer’s report was approved on a motion by Mr. Schroll and a second by Mr. Schaefer. The claims list was approved after a motion by Mrs. Jones and a second by Mr. Schroll. Doug Stalker from Colpepper and Merriwether Circus spoke to the board about bringing a circus to town in order to raise money for the proposed pool.  He told the board that the park district could make up to $2,000 from presales.  The board advised Mr. Stalker that they would discuss the matter and get back to him soon. Mr. Megginson then presented the director’s report. He reported that the park district had been given another Experience Works worker.  The following items were approved by the board after a motion by Mr. Schroll and a second by Mrs. Jones:    1)  Budget for the 2014-15 fiscal year    2)  Mr. Megginson’s farewell package    3)  Transfer of funds to general fund    4)  Prevailing wage ordinance    5) McClure, Thomas & Thomas as legal counsel for the park district The meeting adjourned at 12:54 pm on a motion by Mrs. Jones and a second by Mr. Schaefer.

April 2013 Board Minutes


MINUTES OF THE APRIL MEETING OF THE BOARD OF COMMISSIONERS OF THE BEARDSTOWN COMMUNITY PARK DISTRICT, CASS COUNTY, ILLINOIS, HELD AT 12:00 NOON ON APRIL 24, 2013 AT THE SCHEWE COMMUNITY CENTER, 6 ARMORY LANE,  BEARDSTOWN, ILLINOIS.     A public meeting concerning the park site master plan for the Beardstown Park District was held at noon  on April 24 at the Schewe Community Center.  Mr. Megginson discussed the plan and public input was noted.  The park site master plan was approved by the board after a motion by Mr. Kight and a second by Mr. Schaefer.  The public meeting was then adjourned.   The regular April meeting of the Beardstown Park District board of commissioners was called to order and roll call was taken.  Commissioners present included John Hardwick, Becky Jones, Larry Kight, Bob Schaefer and Travis Schroll.  Also in attendance were Park Director Steve Megginson and Secretary-Treasurer Marilyn Hendricker.   The board reviewed a request from the Elks Club to have a fundraiser on the 4th of July with the proceeds going to the park district pool fund.  After some discussion, a motion was made by Mr. Schaefer to table the matter until a representative from the Elks speaks with the board.  Mr. Hardwick seconded the motion and it was approved by the board.   The minutes of the March meeting were approved on a motion by Mr. Kight and a second by Mr. Schroll.   The financial report was reviewed and approved on a motion by Mr. Schroll and a second by Mr. Hardwick.   The claims list was accepted after a motion by Mr. Hardwick and a second by Mr. Kight.   Mr. Schroll told the board about his recent trip to Washington, D.C. and speaking with representatives about the park district’s new pool project.   Mr. Megginson then presented the director’s report.  He told the board about TIF projects planned for the next year.  He reported that Little League snack shack work is progressing well.  Mr. Megginson reported that he recently attended a meeting concerning health insurance for park district employees and the rates will remain the same as last year.    He told the board that summer rec. programs will be starting a few days later than normal because of school getting out later due to weather cancellations.   There was then some discussion concerning a new park director due to Mr. Megginson’s retirement in December of 2014.    He told the board that he had been working with Tom Heavisides from Department of Natural Resources and is working to help the park district with the “disadvantaged community” part of the PARC grant.   The board adopted a resolution in support of having the army donations office donate a tank to the Beardstown VFW on park district property after a motion by Mr. Schaefer and a second by Mr. Schroll.   The meeting adjourned at 12:58 pm on a motion by Mr. Kight and a second by Mr. Hardwick.​

MINUTES OF THE MARCH MEETING OF THE BOARD OF COMMISSIONERS OF THE BEARDSTOWN COMMUNITY PARK DISTRICT, CASS COUNTY, ILLINOIS, HELD AT 12:00 NOON ON MARCH 27, 2013 AT THE SCHEWE COMMUNITY CENTER, 6 ARMORY LANE,  BEARDSTOWN, ILLINOIS.     The regular March meeting of the Beardstown Park District board of commissioners was held on March 27 at the Schewe Community Center.  The meeting was called to order and roll call was taken.  Commissioners present included John Hardwick, Becky Jones, Larry Kight, Bob Schaefer and Travis Schroll.  Also in attendance were Park Director Steve Megginson, Secretary-Treasurer Marilyn Hendricker and guest Greg (Bo) Walters.   The financial report was reviewed and approved on a motion by Mr. Kight and a second by Mr. Hardwick.   The claims list was accepted after a motion by Mr. Schaefer and a second by Mr. Hardwick.   Mr. Megginson then presented the director’s report.  He discussed 2013 fees.  The board approved the fees as recommended after a motion by Mr. Schaefer and a second by Mr. Kight.  He told the board that major repairs had been done on the snow plow truck and recommended purchasing a different one.  He also reported that Western Illinois University is doing a study on park districts in rural settings and the Beardstown Park District will be included in that study.  He told the board that Alec Soer will be installing park benches for an Eagle Scout project.   Mr. Megginson told the board that the site master plan had been completed by pool architects and the architects stated that the park needs to hold another public meeting for any input and questions from the community.  The board suggested holding the public meeting before the next regular meeting at noon on April 24 and will post notice of the meeting on the park district’s web site.   The board then discussed the old pool site.  There is a small dip in the ground where the old pool has been removed.  The board decided to leave the site as is and to fill in when new pool construction begins.  Mr. Megginson told the board that the new pool fund had received a large donation from Ron and Faye Hoenes and LB Sports will be doing a fundraiser in the near future.   Mr. Megginson told the board that Tri-County Plumbing will be taking care of flow prevention on sprinklers as required by city code at a cost of approximately $3,500.  He told the board that the premium for liability insurance had dropped from last year.    Mr. Schaeffer told the board that the Elks Club is interested in having a fundraiser during the 4th of July with proceeds going to the new pool fund.   Mr. Megginson told the board that a local resident had expressed interest in the park district director position.  No action was taken.   The meeting adjourned at 12:55 p.m. on a motion by Mr. Hardwick and a second by Mr. Kight.

MINUTES OF THE APRIL MEETING OF THE BOARD OF COMMISSIONERS OF THE BEARDSTOWN COMMUNITY PARK DISTRICT, CASS COUNTY, ILLINOIS, HELD AT 12:00 NOON ON APRIL 27, 2016 AT THE SCHEWE COMMUNITY CENTER, 6 ARMORY LANE, BEARDSTOWN, ILLINOIS.
The regular April meeting of the Beardstown Park District board of commissioners was held on April 27 at the Schewe Community Center. President Schaefer called to order and roll call was taken. Commissioners present included John Hardwick, Becky Jones, Larry Kight, Bob Schaefer and Travis Schroll. Also in attendance were Park Director Jason Brockschmidt and Secretary-Treasurer Marilyn Hendricker. The minutes of the March meeting were approved on a motion by Mrs. Jones and a second by Mr. Hardwick. The treasurer’s report was approved on a motion by Mr. Schroll and a second by Mr. Kight.
The claims list was approved after a motion by Mr. Kight and a second by Mrs. Jones. The tentative budget and appropriation ordinance was approved on a roll call vote after a motion by Mrs. Jones and a second by Mr. Schroll. Mr. Brockschmidt then presented the director’s report. The board discussed auditing and legal services with no action taken. Mr. Brockschmidt told the board about a property tax error by the state. The money will have to be repaid and will be taken out of future payments. The meeting adjourned at 1:02 pm on a motion by Mrs. Jones and a second by Mr. Kight.

August 2015 Board Minutes


MINUTES OF THE AUGUST MEETING OF THE BOARD OF COMMISSIONERS OF THE BEARDSTOWN COMMUNITY PARK DISTRICT, CASS COUNTY, ILLINOIS, HELD AT 12:00 NOON ON AUGUST 26, 2015 AT THE SCHEWE COMMUNITY CENTER, 6 ARMORY LANE,  BEARDSTOWN, ILLINOIS.

 The regular August meeting of the Beardstown Park District board of commissioners was held on August 26 at the Schewe Community Center.  President Schaefer called to order and roll call was taken.  Commissioners present included John Hardwick, Becky Jones, Larry Kight, Bob Schaefer and Travis Schroll.  Also in attendance were Park Director Jason Brockschmidt. Secretary-Treasurer Marilyn Hendricker and Attorney Gwen Thomas. The minutes of the regular July meeting were approved on a motion by Mr. Kight and a second by Mr. Schroll. The treasurer’s report was approved on a motion by Mr. Schroll and a second by Mr. Hardwick. The claims list was approved after a motion by Mr. Kight and a second by Mrs. Jones.
Mr. Brockschmidt then presented the director’s report.  The board discussed bids for a new building at Schmoldt Park to replace old shop.  There were 3 bids submitted with the winning bid going to Morton Buildings from Jacksonville due to them using a heaver gauge steel and their ability to begin construction sooner.  Mr. Kight made a motion to approve using Morton Buildings.  After a second by Mr. Schroll, it was approved by the board.  Mr. Brockschmidt told the board that repairs had been made to the fence at the dog park due to a recent accident.  He reported that the annual audit had been completed.  The board agreed to make a donation to the Beardstown Boxing Club.  The board agreed to pay off G.O. bonds that will be due October 1.

November 2015 Board Minutes


MINUTES OF THE NOVEMBER MEETING OF THE BOARD OF COMMISSIONERS OF THE BEARDSTOWN COMMUNITY PARK DISTRICT, CASS COUNTY, ILLINOIS, HELD AT 12:00 NOON ON NOVEMBER 25, 2015 AT THE SCHEWE COMMUNITY CENTER, 6 ARMORY LANE,  BEARDSTOWN, ILLINOIS.


The regular November meeting of the Beardstown Park District board of commissioners was held on November 25 at the Schewe Community Center.  President Schaefer called to order and roll call was taken.  Commissioners present included Johnny Hardwick, Becky Jones and Bob Schaefer.  Also in attendance were Park Director Jason Brockschmidt, Secretary-Treasurer Marilyn Hendricker and Attorney Gwen Thomas. The minutes of the regular October meeting were approved on a motion by Mr. Hardwick and a second by Mrs. Jones. The treasurer’s report was approved on a motion by Mrs. Jones and a second by Mr. Hardwick. The claims list was approved after a motion by Mrs. Jones and a second by Mr. Hardwick.


Mr. Brockschmidt then presented the director’s report.  The board approved the issuance of G.O. bonds in the amount of $90,000 on a roll call vote after a motion by Mr. Hardwick and a second by Mrs. Jones.  The levy ordinance was approved unanimously on a roll call vote after a motion by Mrs. Jones and a second by Mr. Hardwick. Christmas thank yous were approved by the board after a motion by Mrs. Jones and a second by Mr. Hardwick.
A representative from JBS told the board that the dredging at the hard road ditch is completed and fish stocking will take place in the spring.
Nathan Carls spoke to the board about the recent cyclocross race held in the park. The board voted to accept the armory from the State of Illinois after a motion by Mrs. Jones and a second by Mr. Hardwick. Mrs. Jones told the board that the Jones family would be updating Jones memorial and welcomed landscaping ideas from the board. Mr. Brockschmidt reported that the gator would need to be replaced and the board agreed to the purchase of a new gator in the spring.

January 2015  Board Minutes

The regular January meeting of the Beardstown Park District board of commissioners was held on January 21 at the Schewe Community Center.  President Hardwick called to order and roll call was taken.  Commissioners present included Johnny Hardwick, Becky Jones, Bob Schaefer and Travis Schroll.  Also in attendance were Park Director Jason Brockschmidt, Secretary-Treasurer Marilyn Hendricker and Attorney Gwen Thomas. The minutes of a public hearing were approved on a motion by Mr. Schaefer and a second by Mr. Schroll. The minutes of the regular December meeting were approved on a motion by Mrs. Jones and a second by Mr. Schaefer.
The treasurer’s report was approved on a motion by Mr. Schroll and a second by Mrs. Jones. The claims list was approved after a motion by Mrs. Jones and a second by Mr. Schaefer. The director’s report was presented.  Mr. Brockschmidt told the board that the cardio and weight room had recently been painted.  The board then discussed retired director Steve Megginson’s accelerated payment invoice.  The board approved the payment on a motion by Mrs. Jones and a second by Mr. Schroll.  Pool update was given.  Mr. Brockschmidt reported that a pool design committee meeting had been held January 19 with input from the committee and as well as a survey among school aged children.  The committee will meet again on February 16.  The meeting adjourned at 1:00 pm on a motion by Mr. Schaefer and a second by Mr. Schroll.

The regular July meeting of the Beardstown Park District board of commissioners was held on July 23 at the Schewe Community Center.  President Hardwick called to order and roll call was taken.  Commissioners present included John Hardwick, Larry Kight, Bob Schaefer and Travis Schroll.  Also in attendance were Park Director Steve Megginson, Secretary-Treasurer Marilyn Hendricker, Attorney Gwen Thomas, Jason Brockschmidt and Nathan Carls. Nathan Carls gave the board an update about a cyclocross event being held in Roberts Park on October 11. The minutes of the regular June meeting were approved on a motion by Mr. Schroll and a second by Mr. Schaefer. The treasurer’s report was approved on a motion by Mr. Schroll and a second by Mr. Kight. The claims list was approved after a motion by Mr. Kight and a second by Mr. Schaefer.Mr. Megginson then presented the director’s report.  He spoke about rec. programming and told the board that an agreement had tentatively been reached with the city concerning water usage.  The meeting adjourned at 1:04 pm on a motion by Mr.

The Park District Board of Commissioners meets on the 4th Wednesday of each month at noon at the community center except December-February when there are no meetings held.

The regular June meeting of the Beardstown Park District board of commissioners was held on June 24 at the Schewe Community Center. 
President Schaefer called to order and roll call was taken.  Commissioners present included John Hardwick, Becky Jones, Larry Kight, Bob Schaefer and Travis Schroll.  Also in attendance were Park Director Jason Brockschmidt and Secretary-Treasurer Marilyn Hendricker. The minutes of the regular June meeting were approved on a motion by Mr. Kight and a second by Mrs. Jones. The treasurer’s report was approved on a motion by Mr. Kight and a second by Mr. Hardwick.
The claims list was approved after a motion by Mrs. Jones and a second by Mr. Schroll. The prevailing wage ordinance was approved by the board on a motion by Mrs. Jones and a second by Mr. Kight.
Mr. Brockschmidt then presented the director’s report.  There was discussion about a request from the boxing club to use Schmoldt Shelter for their practices.  No action was taken.  Health insurance for the director was then discussed.  Under Obamacare, the park district can no longer pay the director’s health insurance separately-it has to be included with his salary.  The board will check into purchasing insurance on its group insurance policy.  Mr. Hardwick gave a pool update.  He reported that he had been in touch with the governor’s office and nothing would be decided on pool grants until the budget was finalized.  Mr. Schroll reported that he had looked into a temporary pool in order to give swim lessons at a cost of around $50,000.  It would have to have an enclosure for the winter months.

MINUTES OF THE DECEMBER MEETING OF THE BOARD OF COMMISSIONERS OF THE BEARDSTOWN COMMUNITY PARK DISTRICT, CASS COUNTY, ILLINOIS, HELD AT 12:00 NOON ON DECEMBER 17, 2014 AT THE SCHEWE COMMUNITY CENTER, 6 ARMORY LANE,  BEARDSTOWN, ILLINOIS.  The regular December meeting of the Beardstown Park District board of commissioners was held on December 17 at the Schewe Community Center.  President Hardwick called to order and roll call was taken.  Commissioners present included Johnny Hardwick, Becky Jones, Larry Kight, Bob Schaefer and Travis Schroll.  Also in attendance were Park Directors Jason Brockschmidt, Steve Megginson and Secretary-Treasurer Marilyn Hendricker.  The minutes of the regular November meeting were approved on a motion by Mr. Schaefer and a second by Mr. Kight.  The treasurer’s report was approved on a motion by Mrs. Jones and a second by Mr. Kight.  The claims list was approved after a motion by Mr. Schroll and a second by Mrs. Jones.  The director’s report was presented.  The park district agreed to issue $90,000 in G.O. bonds on a roll call vote after a motion by Mr. Kight and a second by Mr. Schaefer.  Mr. Brockschmidt reported that the tax levy had been filed with the county.  He reported on the park district’s web site, which has recently been revamped.  Patrons will be able to pay through PayPal on the web site and a logo was chosen for the web site.  Pool update was given.  The park district received the project agreement from IDNR.  The board discussed members for the new pool design committee, which will be meeting in January.   The meeting adjourned at 1:5 pm on a motion by Mrs. Jones and a second by Mr. Schroll

The regular June meeting of the Beardstown Park District board of commissioners was held on June 22 at the Schewe Community Center.  President Kight called to order and roll call was taken.  Commissioners present included John Hardwick, Becky Jones, Larry Kight, Bob Schaefer and Travis Schroll.  Also in attendance were Park Director Jason Brockschmidt, Secretary-Treasurer Marilyn Hendricker and Attorney T.J. Wessel. 
The minutes of the May meeting were approved on a motion by Mr. Schaefer and a second by Mrs. Jones.

The board passed the Prevailing Wage Ordinance unanimously after a motion by Mr. Hardwick and a second by Mr. Schaefer.
Mr. Brockschmidt then presented the director’s report.  He told the board that TIF had approved $20,000 to complete work on Schmoldt Park.  He gave an update on June rec. programs and told the board that air conditioning had recently been installed in the tumbling room.  He reported that JBS will stock fish in the hard road ditch in September.

Mr. Brockschmidt then presented the directors report.  He reported that he had struck a deer in his park vehicle and was waiting on the insurance adjuster to determine damages.  He stated that the budget ordinance and prevailing wage ordinance had been filed.  He reported that summer recreation programs, summer baseball tournaments and the 4th of July had all went well and that he was working on fall recreation programming.  He also reported that the “stop gap budget” approved by the state did include some money for PARC grants.  The park has a suspended PARC grant for the construction of the new pool.  Mr. Brockschmidt has been in contact with the IDNR and they are waiting on further instructions on which PARC grant projects are actually included.

Mr. Brockschmidt then presented the director’s report.  He told the board that the old workshop at Schmoldt had been emptied and is ready for demolition.  The board discussed leaving the roadways in the parks open during the winter.  The park district will be in charge of the youth soccer program next year and has received $1,000 from the youth soccer league to be used as start up money.

The regular May meeting of the Beardstown Park District board of commissioners was held on May 25 at the Schewe Community Center.  President Schaefer called to order and roll call was taken.  Commissioners present included John Hardwick, Becky Jones, Larry Kight, Bob Schaefer and Travis Schroll.  Also in attendance were Park Director Jason Brockschmidt and Secretary-Treasurer Marilyn Hendricker.
Election of officers for the new fiscal year were as follows:
Larry Kight was elected president after a motion by Mr. Hardwick and a second by Mr. Schroll.  Mr. Kight then took over the meeting.  Becky Jones was elected vice-president on a motion by Mr. Schaefer and a second by Mr. Schroll.
The following appointments were made: Secretary-Treasurer:  Marilyn Hendricker Financial Institutions:  Beardstown Savings, First National Bank and West Central Bank Auditor:  Myers & Myers, CPA’s, Ltd. Attorney:  Wessel Law Office Meeting days & time:  4th Wednesday of each month at 12:00 noon at the Schewe Community Center. The minutes of the April meeting were approved on a motion by Mr. Hardwick and a second by Mrs. Jones. The treasurer’s report was approved on a motion by Mr. Schaefer and a second by Mr. Schroll. The claims list was approved after a motion by Mr. Schroll and a second by Mrs. Jones.
The budget for the new year was approved on a roll call vote after a motion by Mr. Schaefer and a second by Mr. Schroll.

The regular April meeting of the Beardstown Park District board of commissioners was held on April 22 at the Schewe Community Center.  President Hardwick called to order and roll call was taken.  Commissioners present included Johnny Hardwick, Becky Jones, Bob Schaefer and Travis Schroll.  Also in attendance were Park Director Jason Brockschmidt and Secretary-Treasurer Marilyn Hendricker, along with representatives from Cargill. Representatives from Cargill spoke to the board about the recent levee break which resulted in dead fish at the hardroad ditch and their plans to help restock the pond and other improvements in that area.  Cargill representatives then left the meeting.
The minutes of the regular January meeting were approved on a motion by Mr. Schroll and a second by Mr. Schaefer. The treasurer’s report was approved on a motion by Mr. Schaefer and a second by Mr. Schroll. The claims list was approved after a motion by Mrs. Jones and a second by Mr. Schaefer.
Mr. Brockschmidt then presented the director’s report.   An update on the pool grant suspension was given.  Mr. Brockschmidt reported that a batting cage will be constructed at Rice Field along the 3rd base side at no cost to the park district.  He reported on recent vandalism and told the board that summer fliers are being distributed.  He told the board that the park district will receive a grant from Two Rivers Arts Grant for summer art programs.  The board approved the tentative budget for the next fiscal year on a motion by Mr. Schroll and a second by Mr. Schaefer. The meeting adjourned at 1:05 pm on a motion by Mrs. Jones and a second by Mr. Schaefer.

 The regular October meeting of the Beardstown Park District board of commissioners was held on October 28 at the Schewe Community Center.  President Schaefer called to order and roll call was taken.  Commissioners present included Johnny Hardwick, Becky Jones, Larry Kight and Bob Schaefer.  Also in attendance were Park Director Jason Brockschmidt and Secretary-Treasurer Marilyn Hendricker. The minutes of the regular September meeting were approved on a motion by Mr. Kight and a second by Mr. Hardwick. The treasurer’s report was approved on a motion by Mr. Hardwick and a second by Mr. Kight. The claims list was approved after a motion by Mr. Hardwick and a second by Mrs. Jones.
Commissioners Becky Jones, Larry Kight and Bob Schaefer were recognized by the park district and the IAPD for their years of service with the park district.  Mr. Kight was honored for 30 years, Becky Jones was honored for 25 years and Bob Schaefer was honored for 20 years.


Mr. Brockschmidt then presented the director’s report.  The board appointed Mr. Brockschmidt to vote at the state conference in January.  He told the board that the old shop had been torn down and the new one would be constructed soon. The board approved issuing $90,000 in G.O. bonds after a motion by Mr. Hardwick and a second by Mrs. Jones.

Commissioners present included Larry Kight, Becky Jones, Bob Schaefer and Travis Schroll.  Also in attendance were Park Director Steve Megginson, Secretary-Treasurer Marilyn Hendricker, Jason Brockschmidt, Attorney Gwen Osmer and Nathan Carls. The treasurer’s report was approved on a motion by Mr. Schroll and a second by Mr. Kight.The claims list was approved after a motion by Mr. Schroll and a second by Mrs. Jones.Mr. Megginson then presented the director’s report.  He reported on a meeting with the sanitary district concerning the cutting of 15 trees between the levee and marina which belongs to the park district.  The sanitary district will pick up the cost of cutting the trees at no cost to the park district.  He spoke about the ballfield light pole which had blown down during a recent storm.  The park will increase the coverage on ballfield light poles causing an increase in the cost of insurance premiums.He reported that renovations on the National Guard Armory are in progress and gave an update on October rec. programs. Mr. Megginson reported that the park district had received word that they are the recipients of the PARC grant that will be announced on October 23 as well as a donation received from Cargill for the pool.  He will get in touch with the architect and Dave Pistorius about bonding for the pool.  The park district will look into other funding sources for the remaining money to complete the pool project.The board approved entering into an agreement with the state police.New director Jason Brockschmidt and board member Travis Schroll will be attending the state convention in January.  The board approved the credentials
certificate for the annual business meeting at the conference.The board agreed to meet on the third Wednesday in November and December due to the holidays.The meeting adjourned at 1:20 pm on a motion by Mrs.Jones and a second by Mr. Schroll.
